What Is the GBA Freedom from Waste Campaign?

The Greater Bengaluru Authority launched its "Freedom from Waste" campaign in August 2026, targeting all vacant sites within the city that have accumulated debris, overgrown vegetation, or illegal dumping. Under Clause 18(1)(b) of the Solid Waste Management Bye-laws 2020, it is the mandatory legal responsibility of every vacant site owner in Bangalore to maintain their property in a clean and hygienic condition.

The campaign runs through August 2026. All city corporations and agencies under the GBA jurisdiction are jointly undertaking removal of black spots, C&D waste, debris, and overgrown vegetation. Vacant site owners are the primary target.

The Exact Fines for Non-Compliance

• First violation: Rs.25,000 fine
• Repeated violations: Rs.50,000 to Rs.1 lakh
• If BBMP cleans it themselves: Full cost recovered + added to your property tax bill
• Government-allotted plots: Risk of plot resumption if not built on within 5 years
